IS ATI Radeon HD 4350 a good graphics card to do alot of photos and video editing or do I need something a little better?

Are you still using your HP HPE-112y which came with this card. Nothing wrong with the card for Photo/Video editing. For these things you require a fast prossessor and large amounts of memory, both of which you have (8GB & PhenomII x4 925). There are some specific video editing software that can take advantage of the GPU for video encoding in which case you may see an inprovement with a better card. If you are a gamer on a budget then the HD4850 is cheap and good. But you will need to upgrade the 300W PSU for that card.

Its got dual rail, but if you only plan to run a single card, it will do perfect. Very good efficiency, very good cooler. Has a 120MM fan on the bottom that pushes the air off my cpu, and then sucked by the exhaust fan. People say dual rails arent good, but they aren't bad either. Just, stay clear of triple rail PSU.

Because they're more expensive to make, it's difficult to find a true dual rail psu. This OCZ isn't one of them. It, like every other dual, triple, and quad rail PSU is really just a single rail PSU that's had it's rails split; split for no other reason than to convince the consumer that it's somehow better than its single rail cousins... of course, it's not, but that's besides the point.

I was only pointing out that when you've got a PSU that's got a split +12 volt rail, it really doesn't matter whether it's split into two, three or four rails. The end result is the same no matter how many they're split into: power cannot flow from one rail to another if needed, reinforcing the PSU 101 factoid that it's better just to have a strong single rail.

Having said that, OCZ does make fairly decent PSU's, and I'm sure this one is just fine.
