Audio is skipping and crackling (Windows 7 64 bit)

Have you looked over the multitude of posts on here about popping and crackling? and tried some of the suggestions?
However, "skipping" can just be a busy youtube and it's really "buffering". I have a high speed cable connection (20 plus Mbsec) and occasionally I get youtube buffering.
