Background Intelligent Transfer Service (BITS) help

I have a satellite ISP (HughesNet) with limited monthly data bandwidth, 20GB. Depending on what happens, sometimes we run smack up against that limit. Wife was streaming video last month. So it would be nice to be able to download the W7 updates during the low usage hours when our limit is another 50GB/mo. to save our daytime limits. But that is from 2am to 7am and I'm not interested in getting up at those hours to start the updates. At one point I made BITS work for me and I have my notes as to what I did, but it doesn't seem to work anymore. Here is what I did to modify the registry BITS. Seems to me I just made this a .txt file, put it on the desktop and changed it to a .reg file and double clicked on it and it modified the registry.

I checked my wife's W7 computer's registry yesterday and before we went to bed and it was as above, I changed the updates from 'check for updates but let me choose when to install' to 'automatic install'. Well, last night nothing happened, it did not update despite I know there are 3 important updates to install, I checked. On my computer I forgot to change to 'automatic install', so it did not work naturally. I'll try again tonight if I can remember. I know I had this working once, but can someone tell me what I'm doing wrong?


Also what should I set the MaxTransferRate on and off numbers to? I get about 2MB/s download speeds from the satellite during those hours and of course I want maximum download speeds from 2am to 7am and none from 7am to 2am. I actually got this registry info from a guy on the DSLReports site where they have a Hughesnet forum, like I said I know it worked once. The updates work fine if I just use the install button in win update at any time I like.
