Background Intelligent Transfer Service help

hi guys,
i am using windows7 and in services, i set the( Background Intelligent Transfer Service) to automatic (delay start)
when i shut down my laptop, then restart, i find (Background Intelligent Transfer Service) is now on manual start, how do i keep it set on automatic (delay start)?????

I looked at my own PC and when I go into Event Viewer's Windows System log, and Find... BITS, I see a few "The start type of the Background Intelligent Transfer Service service was changed from auto start to demand start". But otherwise my BITS is Auto (delayed) i.e. OK. Do you see any issues in the System log?

I also see under Applications and Services Logs' Microsoft/Windows/Bits-Client a lot of Operational entries. Any Errors in there?

A final place to look might be to run gpedit.msc and see if you have anything configured under Computer Config/Admin Templates/Network/Background Intel... Normally anything you see in there will be Not configured.
