Bad internet speed outside my coutry

Guys, my internet speed when downloading in my country is right, but when I download with a non-Brazil server, my internet speed is like 20Kb/sec (I have 3.2Mb).

And you can't say it's because it's a bad server because even with Microsoft (downloading Windows XP SP3), it's the same sh*t.

Is this my ISP or what? Please help.

My speed for the AVG download was around 88kb/s. For SP3 download from between 35-40kb/s.

I'm on the work LAN so i don't know how it compare to my home network.

Major servers? doesn't mean that man. Popular sites tends to attract more people, and resulting in more activities off their server. There are alot of variables that can come into play, especially when you gove through a medium called the internet.

Here is the deal, when I test the speed on my ISP server (second photo), I get this, in any other server i get speeds like this (first photo).

My friend get normal speeds in the first server (and the second too, of course).
Why is that? Yeah, I think it's my ISP, what do you think?

Sometimes it's what you see is what you get...and those results don't tell much that much to be honest.
