What Is Choking My Internet Speed

I'm only getting around 22 Mbps.
The pages take forever to load and at times they time out.
I have ran all kinds of speed tests (they all pretty much say the same).
I have used 3 different browsers- Firefox, Brave, and Edge- ran every malware, virus and trojan hunter I can get my hands on. I have used Ashampoo, defragged, cleaned the Registry, changed DNS, released IP, Renewed IP, Flushed it, scanned the system (sfc/scannow). I booted into safemode, got on the internet and could speed through the web.
I thought maybe Kaspersky antivirus was the culprit so I uninstalled it.
Does anyone know what the problem could be? Or what program I need to fix this....if it were that easy!

I should be getting 100 Mbps.

I there any other users when your on that may take all the bandwidth if its wireless what is your signal strength any routers close on same channel can you get a 100 meg on another pc on the network

I'm Ethernet wired. I have a router and a modem which are both mine.

Could one of my neighbors be using so much bandwidth that its slowing mine down?

There are several possibilities. Could a neighbor be a leach? Sure, if the WIFI password was easy to guess. If the WIFI password is something like, J7874%^%Ty then it's highly unlikely someone cracked it. Do you use WIFI? No? Then go into the router or modem or both and turn it off. If yes, make sure the password is that complicated and is using WPA2 AES.

So you're wired through ethernet. Bypass the router and plug directly into the modem once. You may need to reset the modem. There's probably a small recessed hole that you press and hold for 30 seconds in the modem.

After that and you discover the Internet works fine then you probably had what is called a double NAT situation. If you want to use the router and the modem at the same time, let me know what their models are and I can tell you how to do that.

If after you still have Internet issues after resetting the modem and connecting directly to the modem, then you have something going on in the computer. Could be a number of different things from the TCP/IP stack, some rouge service, a DLL, etc. Post back what your findings are after the modem test and we can go further if necessary.

Reading this again perhaps I misunderstood. Can a neighbor suck up all the bandwidth of the cable or telephone line as it flows to the tap? Doubtful. Could the whole neighborhood? Yes. But I doubt it would be very significant. You'll notice a speed drop for sure, but I'm sure it would be in the order of maybe a 20% loss from what you're paying for if that.

PS: Do other devices/computers have Internet issues? Is this cable or DSL? Has this just occurred?

While following F22Simpilot's expert advice, refresh the cabling connections from wall to modem to router to computer. In the old days, I had to refresh connections to combat "oxidation". I'm not sure if that applies to today's cabling and jacks.
