I know nothing about "Max". Tell us more, with maybe a link to it.
Revo works pretty well, but I don't think the free version will uninstall 64-bit applications. At least it did not the last time I investigated.
IOBit: the uninstaller app is supposed to work OK, but IOBit itself is not spoken well of around here because IOBit apps like to "phone home" unnecessarily and can be difficult to remove completely.

The very first stop certainly is the control panel applet, it just runs each program's uninstaller.
For those rogue programs and a little more maintenance I prefer Advanced Uninstaller Pro. Not sure if it's "the best" but it's quite good in what it does, and being completely free is a bonus too.
