Reset the BIOS to default: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS
Set SATA controller to AHCI, HD set first to boot.

Plug in HDD to SATA port 1, DVD drive to SATA port 2.

REboot into BIOS setup to see if HD is detected under SATA, Storage or Boot order.

Now try booting a disk, reboot and tap the one time BIOS BOot Menu key given on first screen. If none use this method: How to Boot A Computer from CD or DVD - YouTube

Does it prompt to "Press any key to boot disk?" Then what happens?

If that fails try booting flash stick installer for your licensed version: Windows 7 USB-DVD Download Tool

Report back results on every step. Fill in your SYstem Specs in User CP. Go to the Support Downloads webpage for your mobo to read the Manual to confirm you've got it set up right.
