blank/empty list in "turn windows features on or off"

As the title suggests, every time I open "turn windows features on or off" the box stays blank no matter how long I wait. I have tried several things and have searched for quite a long time for solutions, but to no avail. The things i've tried include; everything in the following - FIX Blank or Empty List in Vista Turn Windows Features On or Off (OptionalFeatures.exe), sfc /scannow, reg delete HKLM\COMPONENTS /v StoreDirty, and making sure Windows Modules Installer is running and set to manual. I'd appreciate any help and suggestions, thanks!

Is your windows install disk legit or one of those prepatched / preactivated from the torrents?

I'm not exactly sure what you're talking about, but this laptop didn't come with a windows install disk.
