Block temporarily all (outgoing) traffic WITHOUT firewall?

Is it possible to block temporarily all (outgoing) Internet traffic WITHOUT using the build-in Windows firewall?

I guess there is a simple utility which offers a "traffic OFF" button which obviously cuts all traffic until the user re-pushes him.

Is there such a tool or another simple way for that?

There are many security utilities that include the ability to turn off all inbound, all outbound traffic - I think Glasswire[?] is one of them; Wireshark[?] might be another. Even a few anti-virus/anti-malware programs include the ability to block traffic. I have seen several Internet Suites that definitely include this ability.

I usually use Privatefirewall. It has simple tray icon right-click menu options for blocking all traffic, allowing all traffic or filtering all traffic. If you only want to block outgoing traffic while permitting incoming traffic, I think you'll have to use the filter option and manually block programs each time Privatefirewall alerts you of an attempt to access the Internet/network. When you want it to stop blocking, you simply choose Allow from the tray icon right-click menu instead of Filter.

You can also use PeerBlock. It will block all traffic, incoming and outgoing if you set it to block every IP in existence, but it's not as powerful; I've seen Windows services bypass it.

Note: I don't necessarily trust Privatefirewall but I've never seen it fail to block outgoing traffic. When I really want to make certain no outgoing traffic can get through, I unplug my ethernet cable or temporarily disable my network card via Device Manager (or a script).
