Bluetooth shows up on Comp Mgmt, but not in Device Manager

I have looked ll over this forum for this problem. I'm not finding ANYTHING. All I want to do is pair my Android Galaxy s7 with my laptop via bluetooth. I looked in comp mgmt and found bluetooth and made sure the service was running. It is. When I look for it in either my Control Panel or my Device Manager, there are no settings at all for bluetooth. This is getting extremely frustrating because I've been using Windows since Windows 95 and each time a new OS comes out from MS, it becomes less user friendly. I am running Home Premium 64 bit. It's on my HP laptop. Let me know if you need any other information.
