BSOD Every launch after replacing hdd- can't even boot in Safe Mode

Had to replace hard drive on husband's new computer, put in another Seagate Barraccuda 500. Now getting BSOD on every boot with Stop: 0x0000007b error. Can't even boot in safe mode to make any recommended changes. Anyone experienced this problem too, or have any advice on how to fix it?
