Ok so I should be able to test my GPU in the next day or 2 with another system, but whilst I was waiting I went through some other things to see if it would help.
First off I re-installed windows 7 = no luck ( was the only thing on my SSD so was worth a try)
Second I went into my bios to select my on board graphics = this works somewhat (GPU was still sitting in the PCI-e slot)
Third I thought lets take out my GPU altogether and update all my on board graphics drivers = This failed (it work up to the point of whilst I was I was trying in my password to log onto my computer my screen started flicking on and off and then stayed off)
If any of this info helps then hopefully it may solve my problem but i will still go and test my GPU in another system when i get the chance

ok so i have done the testing you have asked for
I placed my GTX 470 inside my friends PC with the result of a BSOD
I then Placed his GTX 560Ti in my system to double check and it worked perfectly
