BSOD on bootup c000021a

i have a dell studio XPS 1645 with windows 7 home premium 64-bit and i just got this problem today. when i startup i keep getting the error stop: fatal error c000021a and i have tryed all the things i've seen so far (start in safe mode, start with last know config ect.) but every time i do i get the same error and can't start up

It appears to be a registry problem.. Cause and cure here (requires a win 7 dvd) Error Message: Stop c000021a {Fatal System Error} The Session Manager Initialization System Process...
