Solved BSOD rendering in AE/Media Encoder, error 0x00000124 with hal.dll

Hello, I am hoping to fix an issue I've only recently begun having while rendering videos of any sort in after effects or media encoder. I have had the issue for about two weeks as you'll see from my crash reports. I haven't rendered videos in over a year before this, but did so for a living with no issues up until I started up again in late December.

The problem will cause a BSOD seemingly at random during the video render. I monitor temps and usually peaking at 65 degrees everywhere. I've tried disabling everything, running everything, nothing seems to make a difference one way or another. Some times I can make it for 90 minutes before crashing, other times it will BSOD after 5 seconds.

I've run the memory tests, the prime test, scan the computer for errors, but nothing came up. The dump logs seem to consistently point to a hal.dll error. I attempted to repair the file but have had consistent issues with the repair console and not having a cd burner or a good .iso to work off of.

I did run memtest overnight, let Prime go for an hour, and did the scans, nothing reported, did not crash.

I am not overclocking anything, running default options on everything.
