I'm sure verifier is still running and what you need to do is restart in safe mode and make sure verifier is turned off by typing verifier in start menu and delete the settings by selecting the delete settings button and clicking finish then restart in normal mode. Now that we know the driver that's being crappy to your computer we can get rid of it and install a new one from the link above. If you can't get into normal mode after deleting the verifier setting then something else must be running that is causing the issue. Let me know after you turn driver verifier off what happens..
