Can an external hard drive be used between different OSs

If I wanted to copy and transfer files, like photos, form a Windows 98 OS to a computer with a Windows 7 OS, would an external HD be compatible between them?

What version of 98? The drive will work on any system but the old 98 only used fat later versions used fat32. So you would need to create a fat or fat32 partition so 98 can see it fat is limited in size

I'm no expert so forgive if I'm making a fool out of myself. In the past when I've had to change computers I just email my stuff to myself using a second email address. I have sent files and photos from one OS to another successfully before. Do people still use FTP? I know that works on very large files.

There are loads of options now save files to ms one drive or Google drive and sync on another PC so they give you 15gigs each. You can use ftp
