Hello cgrim29588.

If you do the odds are good you'll disable your PC, why are you concerned with that anyway?

disabling the hiberfile will give you some extra space if you do not hiberbate, and is safe to do.

Open CMD Prompt and type:

powercfg -h off

With your specs Id leave the PF alone

to turn the hiberfile back on if you want to later same command but:
powercfg -h on

Frostmourne was right, the reason your system is so slow is due to the fact you've got the bare minimum requirements to run Windows 7. A hard drive the capacity of around 40 gbs (and under) is not recommended, which in your case you are just under.
And its no wonder you are trying to recover space you can't - the drive is too small.
I think you have two options - go back to XP, or buy a new computer with headroom to run Windows 7.

Couldn't I just buy like a new HD, ram, graphic card Etc? What are the recommended requirements for Windows 7? Why would I go to back to XP when I spend money to buy Windows 7?

OOps, i thought you were using a laptop. :o
I might need some more help on telling you what to buy if you need it...
You'll need extra RAM, another CPU (if possible) and of course another HDD.
We won't force you to spend stuff, we won't bite.

You could, but your specs are a little confusing which makes it difficult to offer any real recommendations.

Is this your machine by any chance? Or at least very similar?

http://h10025.www1.hp.com/ewfrf/wc/product?cc=us&dlc=en&product=443740&lc=en&jumpid=reg_R1002_USEN#http://h10025.www1.hp.com/ewfrf/wc/product?cc=us&dlc=en&product=443740&lc=en&jumpid=reg_R1002_USEN#

If so, you're upgrade options are rather limited to be honest.

You could add a larger hard drive or perhaps an AGP video card as well, but you won't be able to upgrade your RAM past 1GB.

What are the recommended requirements for Windows 7?

LilDomii-No I have a desktop sorry should have said that. Why would I want another CPU? I plan on buying a new HDD and a new Graphics Card

smarteyeball- Yes that is the exact one I have. I'm planning on upgrading the HDD and Graphics Card should I be able to upgrade those with no problems? Will I be fine not upgrading the RAM? Thanks for the link.
