Windows 7 will use the standard VGA driver if the card doesn't support WDDM.but not if the video card is unsupported.
If you have 512 mb of RAM or more, it's doable, heck, DocBrown installed Win7 on friggin dual pentium II at 400 mhz, so why not?
Now, it will be very very frustrating to use, even a netbook will fly circles around it, but hey.
hard one to answer ,whats the point indeed ,i have 2 tower in my room right now, people gave me for free ,one a 900 intel and one a 1.4 amd ,full working tower and unless i use them myself ,my only other options is to take them to the recycle depo ,or give them away ,but nobody wants them ,i live in an area where even poor people on welfare want what everyone else has ,like i3 and i5 intel, you cant even get 5 dollars for an older style monitor or older tv'sbut fist i want to know if there any point
You'd be better off with a new system with modern components. An old system won't simply do it especially with the slow processors. Finding a processor upgrade would be a pain and I doubt that an obsolete processor would even handle Windows 7 without any slowdowns. Your current Pentium III is likely a Socket 370/Slot 1 processor which has long been discontinued.but will work enough to find out the processor socket and yes i need to get more ram for it but fist i want to konw if there any point
you should be able to open the tower and remove the cpu fan and the socket type should be written on the white plastic around the cpu ,if its a intel ,it will likely be a socket PPGA 370but fist i want to know if there any point

The fastest processors are the last P3 and Celeron which are both clocked at 1.4GHz. (Not worth upgrading)

You'll need a Slotket in case you're using Slot 1 if you're planning to upgrade the processor. You could upgrade your graphics if your board has an AGP slot. Anything like the Geforce 6200/6600GT or AMD HD3000/4000 series would be perfect but AGP cards are in legacy support so you'll have no new major drivers.
As for the RAM you should consult your board documentation, chances are that it supports around 512-768MB of RAM. Should be SDRAM or DDR1.

and you missed a few words in you post ,
i will assume you meant to say where can you buy some ddr ram,and you don't want to buy it on line ,your best option is local computer repair guys ,they may have some kicking around ,but its getting hard, iam a local computer repair guy in my neighbour hood and i throw it[usuall only 128meg sticks] away all the time
