Can I use Win 7 COA sticker to install Win 10 on a new hard drive?

It's February 2022.
  1. If my office gives me a used Dell Optiplex 7010 with a Win 7 Pro COA sticker but no hard drive, and I insert a new or used hard drive, can I install Win 10 Pro and activate it with the Win 7 Pro COA?
  2. If no to #1, can i first install Win 7 Pro, activate it with the sticker, and then upgrade it to Win 10?
  3. If yes to #2, where can I now get Win 7 Pro to install?

Used the registry hack to get more updates through "XP Embedded" or "POS" so now the machine rings like a cash register and the CD drawer opens to give change.

(But when I get to this I hope not to have to start with Win 7 at all. We'll see.)

That's a link to Heidoc download tool,I don't believe it is functional for win7, I tried their windows iso downloader, couldn't get any version of win 7 to download.

As I told you three weeks ago, and as @MisterEd has just confirmed, the Heidoc 'Windows 7 (August 2018)' links are the only ones currently functional. They download direct from Microsoft.
