4 gb ram

You can play both games but I do not recommend Watch Dogs due to it's poor visual gameplay (It's really worse than GTA IV in any ways ). We cannot confirm if your computer can run GTA V because Rockstar hasn't released a requirements yet.

Use a 64-bit version of Windows 7 to be able to use all 4GB ram

That CPU is really going to bog down your gameplay in either game. I had an A8-6600K when I bought Watch_Dogs and it really kept me from having smooth gameplay or decent FPS. That GPU is a bit older too, and WD and (probably) GTA V are very demanding games. You'll be able to play both games, probably, but not well.

As for GTA IV...that game is just horribly optimized. I have issues with FPS dips and stuttering even with my specs.

^ Yep playing GTA IV on low settings requires a quad-core because the CPU usage doesn't go low, however you can lower the CPU usage if you crank up the settings to high but that will require a beefy graphics card.
