Can oem windows be reused

Can the license be reused on pcs to sell or do you need to buy it again and again?

OEM licenses are restricted to the PC on which they are originally installed. "PC" typically means "motherboard".

Sometimes Microsoft is more forgiving than others. You might get away with replacing a motherboard and using the original OEM license, depending on who you talk to at Microsoft and how well you explain your situation.

I once had an Intel motherboard go bad under warranty. Intel replaced it with another of the same model. After installing the new motherboard (with the original CPU and other hardware) when I booted up, I got the message I had to activate again. I had to finally call Microsoft and actually called 3 different times before I got someone that would activate my replacement motherboard.

If you mean literally the same motherboard, but with some other new hardware (CPU, hard drive, etc), I don't think you'd have any problem although you may have to actually call Microsoft.

If you want the buyers to get a licensed Windows with their PC, then of course yes. One Windows licence can only be activated and valid on one PC at any given time.
