I have decided not to upgrade to Windows 10.

I have hidden the 'Upgrade to Windows 10' update on Windows Update.
I am now not interested in upgrading to Windows 10.
I tried to delete this Windows 10 update but without success.

Is their anyway I can remove it from my system?

You could go to this location: Control Panel\System and Security\Windows Update and click "Turn off automatic updates".
And it the update will be disabled until you enable it back

I have already changed Windows Update settings to 'Download updates but let me choose whether to
install them'.

I found a program that will disable Windows 10 updates

GWX Control Panel v1.5

It is free
It works very well and will do the following:

1/ Remove the "Get Windows 10" icon
2/ It will disable Windows 10 updates
3/ Prevent your computer from secretly downloading Windows 10 installation files
4/ Detect and remove the hidden Windows 10 installation files if they're already on your PC

Click link below and scroll down to GWX Control Panel
