Windows 10 update fail, error 0x800700003 - 0x2000d

I'm trying to upgrade from Windows 7 to Windows 10 using the media creation tool 1909 but each time I try I get the error 0x800700003 - 0x2000d the installation failed in the SAFE_OS phase with an error during MIGRATE_DATA operation.

I googled the problem and tried a few suggested solutions but nothing has worked so far. I tried to create a new user which was one suggestion, that did not work. I tried to also to reinstall a clean version of Windows 7 ( I have Windows 7 Home Premium disc) and when I do so I get a different error, 0x80070017, again I tried googling the problem but didn't find the solution.

Any help would be really appreciated. Apologies if I've been too vague, will provide any other information needed, thanks.

Tried using the WindowsUpdate.diagcab file to fix the problem, this also didn't work.

Fwiw I get to the stage it asks what I want to keep, I choose to keep all files. At the next stage it reaches 100%, it then restarts the machine and reaches 28% of the update, then it stops working and reverts back to the old machine.

I am able to install the update without keeping any files if that would fix the problem but concerned I may have problems if I choose to do that then it also doesn't work.

I agree - better to seek advice at TenForums.

How much free disk space do you have? be sure to unplug all USB peripheral devices with the exception of the keyboard and mouse when performing the upgrade. Ensure all device drivers are fully updated before trying to upgrade.
