Can Windows 7 be setup as a packet filter?

I have a need to either edit or completely drop packets containing plain text profanity for some of the PC's in my home. I read that the Linux IP tables can do this but would prefer to stick with windows. I have a nice loaded up Windows 7 PC that I can use for the job. I assume that for the PC's that I need filtered, that I could setup the windows 7 machine as the gateway and then use some kind of packet filtering software? What is the best way to go about this?
