Good morning all, My grandmother let me borrow her ZEEPAD 7.0 to put (install) a local TV stations weather app cause i thought i could download it to my PC and then thru USB trsnsfer it to her pad, but I cannot.

I have a Goggle/Gmail account but it appears that I have to directly download it to an android type device and hers only links up to wireless and my PC is hardwired.

Are apps only for use on mobile devices? Any way to get them to download to my PC so i can transfer them?

Programs are operating system specific, no matter if mobile, desktop or whatever. Android programs only run on android, in the same way Windows programs are stuck at the Windows OS and cannot be run in a Mac, for example.
The only chance of run it would be to use an emulator or a virtual machine to provide your computer with an Android-like environment.

You can download many Android apps to your PC (Just can't run them there without an emulator or the like). However, you can't download them from Google Play to your PC. Instead, you need to try going to the app developer's website to see if the developer has the APK available for the app. The APK is a file that contains the app (APK stands for Android Package) so think of it as the installer for the app. Once you have downloaded the APK, then you could copy it from your PC to the tablet. On the tablet, you need to go to Menu > Settings > Security > and check "Unknown Sources" to allow your phone/tablet to install apps from sources other than the Google Play Store. Then you simply need to use a file explorer app to navigate to where you copied the APK, then tap on the APK to install it.

APK File Extension - What is an apk file and how do I open an apk file?

If a friend has an app on their phone/tablet that you like you can use a backup app (many are available) to backup the app. When you backup an app, it creates an APK file that can then be copied from the friend's phone/tablet to your phone/tablet and used to install the app there.
