Cannot backup or create restore point - Error 0x8007000E Out of memory

I keep getting this error when I try to backup to external disk.
Also get same if I try to create a restore point for C:
Only one restore point is showing and it's 2 years old!
Those from windows update, etc have all disappeared!
I increased the disk space for system protection on both disks but to no avail.
What memory is the error meaning?
Are there any fixes?

Googled the error number and most posts concerned update or livemail problems, not backup/restore.
Two sites, Wiki-errors.com and Helpcomp.com, offer Registry fix downloads.
Anybody know if these work and are SAFE ?

I would try running a sfc/scannow first actually. Have you ran your Anti-Virus and Malware programs? I'd do THAT first actually. Yes, I'd already done all those and they are all OK.

Reading more on here and other googled places it seems my sr.inf file is missing and there's no inf folder to be found.
There is a repair tool download on 'inf-files.net'.
Does this work and is it SAFE ?
