Cannot connect to the Group Policy Client service

Hi all,
I have a problem with very annoying pop-up that appears on every system startup. It is titled: "Failed to connect to a windows service" and it's written: "Windows could not connect to the Group Policy Client service. This problem prevents standard users from logging on to the system. As an administrative user, you can review the System Event Log for details about why the service didn't respond."
I put the screenshot as an attachment.
Can anyone help me?

I have this same error. It was caused by a interruption of Windows Update (power outage). I have yet found a solution. Any advice is greatly appreciated.

What I did was repairing the system... It helped

That's what I've concluded thus far (Repair Disc), but not a very good solution. Will continue to do some more digging. There has to be a registry patch or edit that can be done.
