Cannot force-install system updates with DISM. Solutions?

Tried to install individual necessary updates but could not do it using DISM nor with the classic system update. The log that I got from DISM is the following:

I cannot even install Silverlight or .net framework.

Any clues?

DISM is not really neccessary for the installation of updates, the system will do it automatically

.msu files should install just by double clicking them.

You could start by dble clicking windows6.1-kb3138612-x64.msu

Even by double clicking the .msu file the result is the same. The CBS file cannot be uploaded because the system says that I have not the priviledge, in the same time that I am the admin. :sarc:

Fun fact, that even some websites won't open becauseof certificate errors. I have updated the certificates but still the problem persists.

I would reinstall . Or restore a backup image, if you made one.
