Have you tried download IE 11 from Download Center?
If you did,try installing.
If it can't install,Windows Update will recognize it after some time of failure to install IE 11 and will try to install IE 9 and IE 10.
After installing one of the older versions,you'll have IE 11 available as an optional or recommended update.Then it may be able to install IE 11 well.

Please follow the Windows Update Posting Instructions and post the requested data

If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)
