Solved Can't access or open User Account Controls settings

I diabled UAC today because I wanted to delete some files. However, it didn't work so I went back and tried to click on UAC to enable it again, but I can't. The UAC window doesn't pop up. All it does is give a small flash on the screen, if you know what I mean. Help please!
I also created a new account but I couldn't access UAC either. I restarted my computer 2 times already. What do I do?
I'm on my only account, which is administrator.

After doing what DustSailor has suggested and you still are having problems try a restore point before you did all these changes.
