Can't access support.microsoft.com without login at login.live.com

For example http://support.microsoft.com/kb/3021917 takes me to https://login.live.com/login.srf?wa=wsignin1.0&rpsnv=12&checkda=1&ct=1423908276&rver=6.5.6509.0&wp=LBI&wreply=http:%2F%2Fsupport.microsoft.com%2Fkb%2F3021917&lc=1033&id=288908
I have checked it in Windows 7 64 bit fully patched and tried Firefox and IE11 and also on another computer running Windows XP also fully patched
I ran a full virus check with Kaspersky and Malwarebytes which didn't flag anything up
However my Windows 7 machine is dual boot with Vista which is way out of date as I never use it and trying in Vista it doesn't redirect but takes me to the support site
I have tried starting in safe mode with Windows 7 and that didn't help neither did removing all relevant cookies or disabling Kaspersky

Are you looking to upgrade to win-8 or 10 on this machine ?
That particular update is an interesting one,
Pretty much a snoop "if you will" to access and send info back to Microsoft about your machine.

Are you connecting to the internet wirelessly ?
You can always try No add-ons by typing that in the start menu search box to test.

No I don't intend to upgrade to win8 or 10 on that machine
I intend to go to Win 10 with a full rebuild as the CPU is under powered
Internet connection is wired
Starting in safe mode doesn't help

Now this is interesting - using the link via a proxy server works
It goes via the login page but immediately goes to the support page without intervention
Note that I have been on a fixed IP address for years
