Can't install drivers

Hey guys!
I tried to install Windows 7 Ultimate 64-bit on a brand new notebook (HP 250 G4). When I finished installation I realized that it doesn't have any drivers. So I can't connect to the internet to download them because no network drivers, I can't copy-paste the drivers from another computer because there isn't a USB driver, and etc.
I tried to install Windows 8.1 and then copy the drivers but sadly it didn't work.
I read in other threads to set USB 3.0 to 2.0, in USB Mode, but I don't have this option.
What should I do? :( Thanks for the help! And sorry for the long text.

Maybe try this. Extract the Window 7 ISO to a folder, place the wifi driver in the folder with the other files. Re-ISO the files and burn it to a DVD. Boot from the DVD and bring up the command prompt. At the command prompt copy the wifi driver to the root drive of Windows.

On second thought does Windows see the DVD? Just burn the wifi driver to a DVD.

[EDIT] You can do the same thing as above with a USB flash drive. Do you have the one you made to install Windows 7? If not, make a new one and add the wifi driver to the installation files. Maybe the Ethernet driver too. Then boot from the flash drive and copy over the drivers.

maybe this will help out with explaining what TrustMe said.
have win 7 installed.
Download the network drivers online for win 7. Place in a folder in the usb drive (maybe "network" will make it easy)

Boot using your win 8.1 installer
Open the command prompt via shift+f10.
Use diskpart and "list volumes" command to find the partition letter for the usb and the windows drive. (lets say its D for the usb, and F for the windows)
exit diskpart
copy network folder from usb to c drive using xcopy (xcopy D:\network f:\network /s)
restart windows 7. your network driver installer that you saved on the usb should be copied on the c drive if you did everything correctly. all you need to do afterwards will be to install them.
I'd suggest you also copy over usb 3.0 drivers for your computer.
I had to do it for a friend with a laptop with only usb 3.0 ports myself.

I don't know what USB you are using but, I just installed win7 and at first desktop , with no MB drivers installed yet, I insert my old USB sony 1G stik and taskbar bubble" installing drivers...your device is ready to use" and I can use USB stik no problem. So there is a USB driver with Win7 disc. On the other hand, intel USB3 driver is on MB cd and I install that later.
