Can't open files with Japanese name

I tried to open an exe file with Japanese name on it and always got error. It works if I rename to any English name.
But I don't want to rename every Japanese files to open, and actually that's not the way to solve the problem.
I never got any problems when I used WinXP though.

Any solution, please?

That is very odd. Do you have the Japanese language pack installed?

Is it just .exe files, or is it any program or file with kanji/katakana filenames?

Just only exe files with Japanese names.
I also tried to open it with applocale but still error.
