Can't open sound control panel

dont know what when wrong but I cannot access my audio devices control panel. Control Panel...Hardware and Sound..Manage Audio Devices. Nothing happens. Only a brief flicker. I also cannot change system sounds. Any idea what could be the problem? or at least how to go about debugging it.​

Stupid of me. It was late at night. I am running the following:

• Windows 7
• SoundBlaster X-FI Card
• Logitech Z-5 USB Speakers

Anything I am missing?

I uninstalled Logitech program and Sound in Control Panel worked. I use my Logitech QuickCam, so I will check with Logitech before I reinstall the program.
