Cant ping me windows 7 (firewall is disabled)

I cant mange to ping my pc, not form my friend house and not form internet pinging site like this

Traceroute, Ping, Domain Name Server (DNS) Lookup, WHOIS

I dont know what to do, I've read everything I could found, I do not use a router , my network card connect to a modem ,

I use windows 7 ultimate

My firewall is totally disabled as seen in here:

I have uninstalled my antivirus program (avg) and do not have any antivirus program

I have no idea what more can I do..

On my machine it was not a firewall issue. I had to go to the Networking Properties of the connection from Control Panel\All Control Panel Items\Network and Sharing Center and turn off AGN Filter Interface (64-bit).
