Can't replace imageres.dll in system32 folder

I'm trying to change my startup sound on windows 7 ultimate 64bit and followed these steps on this vid (which i successfully done in the past) https://www.youtube.com/watch?v=pj2LSX0srdc
and after gong into safe mode and taking ownership of imageres.dll file (and even tried taking ownership of the hole system32 folder) i tried moving and replacing the imageres.dll file it still tells me i need permission to do it why?

Although it pertains to sound, this is really a system question, not one for this forum section.

Imageres.dll is a system file that is protected. You have to use a command prompt through System Recovery at startup. If you want to do it manually, use Option Two in the tutorial below. It's much easier if you use Option One. Keep in mind that if you ever run the System File Checker (SFC) it will flag Imageres as corrupt and restore it from the driver store so you'll have to redo it.

I tried it just to see if the old link still worked and the utility reset file folder icons and cleared everything in my Control Panel. DO NOT USE THE UTILITY!!!!!

If you did and you experienced problems, run SFC /scannow from an elevated command prompt.
