Solved Can't set desktop background

One more thing to add - I just realize that I wrote one detail wrong in the first post:

When I right click on the picture and go to set as desktop background, it works fine, but when I open the picture and then right click it and try to set as desktop background, then I get error message. If that matter.

If you do it the way you do it:
  1. jpg will be copied the the "problem" folder.
  2. It will be flagged as background image in registry.
Point 1 fails. There is already a file with that name and must be deleted first. Deletion isn't allowed without admin rights. Reason unknown for now. Are the 3 commands I gave you running?

Just the files/folders permissions were out of sync. Very strange!!

Try this in elevated command prompt:

to check the disk

When I enter that command I get following message:
The type of the file system is NTFS.
Chkdsk cannot run because the volume is in use by another process. Chkdsk may run if this volume is dismounted first.
ALL OPENED HANDLES TO THIS VOLUME WOULD THEN BE INVALID.
Would you like to force a dismount of this volume? (Y/N)
