Can't wake PC from sleep PS2, USB or scheduled event - event triggers

I am having problems powering on from sleep using Ps2 or USB devices or scheduled wake event. When I press the space bar or mouse button to wake nothing happens except I hear a short click sound (from motherboard) and the hard disc LED comes on for a split second. The second time I press there is no sound or LED flash. Same thing happens with a scheduled wake event from Windows 7. I also get this happening when I quickly press and release the power on button. When I press the power on button for longer than about 1/4 sec (guessing) then the PC comes on. This problem seems to have happened after upgrading to Windows 7 (from XP Pro). I checked the Bios and wake with PS2 devices was on. Also checked Device Manager Power Management for the mouse and keyboard and wake from sleep was on. Also checked power management options and “allow awake timers” is checked. It appears the wake event is happening but the duration of the momentary on mechanism is not long enough to actually turn on the PC.

Found the problem - it was a dying CMOS battery
