Center icons on taskbar

is there a way to do this? I think it would MUCH improve the way my setup looks.

Is there a dynamic way to do this? i.e when you open a program the icons shift to the left to keep it centered?

Man I wish someone could create a program for this cause I wanna learn C so bad so I can start making custom OS mods. For example a big one of mine would the ability to change the position of the start icon- center, right, left, etc. The ability to have icons on either side, etc =P Just really awesome crap like that lol anyway I hope somone can eventually do something like this!
