Change pop-up notifications from Taskbar

this may have been covered but i have searched on here as well as deviant art for files or packages to change this...

Does anyone know how to theme the balloons that pop up from the taskbar like say when a download completes or something is synchronized?

I want to theme the window of the popup, i used the download pop-up as an example. I blanked out the file because it IS MY BUSINESS.

What a person downloads is their business. The fact that the actual downloaded file was blanked out does not imply your comment.
