Changing boundaries for maximized windows?

Is there any way to tweak the coordinates that windows maximize to? I you unlock your taskbar and increase the height, the maximized windows move to fit the edge of the task bar. Same with the taskbar on the left of your screen and increasing the width.

Is there some way to tweak the boundaries of the maximized windows from registry, or even resize the taskbar from the registry?

Any info such as where taskbar values are stored and what each value means is also appreciated

I don't think I could use that, I more wanted to create a program like a sidebar of sorts that would allow me to jot down notes or read directions in any window with out worrying about moving the windows around to fit all the way on the screen. I've tried always on top methods but those cover up the scroll bar and are annoying. But one that seemlessly fits in with windows is what I am aiming for.

I suppose I could make the program resize the window when I click on the maximize button. I still feel as though there is at least some way to change the taskbars size using the registry and manipulate maximized boundaries.

also, if you resize open program windows manually (by clicking and dragging the window borders), then position the open window where you want it on-screen, you can then close the program, and when you restart it, windows should "remember" the new size and position.
