changing the language in windows

i have changed the language in windows to my own language, but some of it is still in english, e.g if i close my computer, windows says shutting down (in english), also when i start my computer, windows says welcome (in english), and not in my own language, or when i start my computer, windows says starting windows (in english as well).

cmd prompt (use whatever your locale is):

bcdedit /set {current} locale fr-FR

It doesn't seem to make any difference, it's still in english.

In that case, cmd prompt

bcdboot %windir% /l fr-FR

or if you have the standard os driveletter as C

bcdboot C:\Windows /l fr-FR

i got the same issue, my windows installed in Chinese, then i change it to English, but some functions still remain in old language.
Did the cmd prompt work for you?

no, it's still in english after the cmd promts.

I dont' remember, it was like 3-4 years ago. I have all the language packs.

If you read the link, it tells you that most of the language packs are partially localized.

So it is better to use installation media in the language you want.
