Solved Chrome won't download on certain wifi

I'm on my school wifi and I can't download files on Chrome anymore. It used to be fine, but now it just opens a new tab (about:blank) with some sites and doesn't react at all with others (the Chrome logo on the start bar just starts flashing green and doesn't go back to normal). "Right click- save link as" doesn't work either (the save box doesn't open). Nothing appears in the downloads.
I have windows 7. I can download things fine at home (with an internet cable). And I don't remember having a problem with any other wifi networks. Also, other people can download stuff fine on the school wifi.
Firefox works fine.

When Chrome fails, does IE work for the exact same download on the same Wi-Fi at the same time?

yes, IE and Firefox both work fine (with the same file and wifi)

Didn't work. And now it's not even isolated to one network. It happens at home as well.
If it gives you any insight whatsoever, tumblr refuses to scroll and freezes every now and then. Same happens with some sites like vidbull (links don't work, the countdown to the video is frozen). And the download problem still persists.

All I can suggest is to backup your bookmarks and uninstall Chrome.
Select the option to delete browsing data.
Open the Windows (file) Explorer and paste this into the address field (press enter)
Code:
%LOCALAPPDATA%\Google
Delete the folder named Google (and any sub folders that are there).
Restart the computer and re-install Chrome.
