Solved IE9 won't download files

I'm quite certain that I did not post this problem before, but if I did I apologize as I certainly do not want to double-post the same problem. Here is my problem with ie9. I have it installed on my netbook which has windows7 Starter and there are no problems. I also have it installed on my desktop with win7 Home Premium. With my desktop I simply can not download anything. When I start to download, I see the bar at the bottom. Regardless of what I select, nothing happens. I then go to the top and click on "View Downloads" and it says, "This program cannot be downloaded." I tried disabling my firewall and that did not help. I then reverted back to IE8 for awhile. I again re-installed ie9 but I have the same problem. I clicked on Internet Options>Security>Custom Level button and scrolled down to downloads to see if it was enabled and it was. I tried several different files to download but I get the same results, so it has nothing to do with the file I attempted to download. I don't know what else to try. Has anyone else experienced this problem?

Perhaps the fault is with the antivirus. Just a guess. Which one do you use?
Does the same thing happen on the netbook?

If you are willing to set up extensions, accelerators, and import bookmarks again, you can try and reset IE9 by going to Options -> Advanced Tab-> Reset (you can choose to keep your personal settings, but I don't see much point in resetting IE9 then)

This is really strange. I reset IE, reset personal settings, disabled my firewall and disabled antivirus. Nothing worked. I uninstalled and reinstalled ie9 several different times. But I still get the same message, "This program can't be downloaded." I thank all of you for your feed back. Maybe it's something I have set somewhere else in some other application that is causing the problem. I'm going to check everything. If I find a solution, I'll post back. If anyone comes up with an idea, let me know. Again, thanks for your input.

Yes, the download manager is enabled by default in IE9

I've been really scratching my head on this. I even tried downloading in Safe Mode. It didn't work. I then went back to IE8 and downloaded a fresh IE9 install file thinking that maybe I had a corrupt file. Still can't download. I actually uninstalled AVG and disabled my Antivirus. I went into Internet Options to check my security settings and they are all OK. So there must be some setting somewhere on my system that is causing the problem. Looking for it would like be looking for a needle in a haystack. I'll wait until them come out with Release Candidate or whatever it's called. In the meantime, I'm not going to worry about it.

ie9 still wont download

I heard it was a problem with the browser itself, in other words, Microsoft has to fix the code for it. Its supposedly been around since the beta, and is still around. I can't download anything with it either. I called the Microsoft support line and they said to use ie8 because there was nothing I could do to make it work. I actually got on here to see if the problem had been fixed yet, but I dont think it has. I guess I'll just keep using Minefield. It's 64 bits, it's pretty, and it rocks.

As is the main thread here I also cannot make any sense of IE9's inability to download files or PDFs. As an immediate solution I have found the answer in using Firefox, which gives me no problems for downloading.

Sad that I have to look outside Microsoft for a solution!

I have exactly the same problem. I'm running IE9 (ver 9.0.8112.16421) under Windows 7 Professional SP1. As far as I recall the download worked fine when I first installed IE9 about 2 months ago (April 2011) but went wrong a few weeks back. Downloads are erratic. Sometimes they work, but more often they just go nowhere. The yellow bar across the bottom offers differing options (save/run/saveas/open etc.) each time, and often seems to crash. Cancelling and clicking the X make no difference. It just stays there until IE is closed.

I uninstalled IE9 and reverted to IE8. Downloads worked perfectly. I reinstalled IE9 from the web. Making sure that no other updates were happening at the same time. Exactly the same problem repeats.

I am running ESET NOD32 antivirus.

As far as I am aware nothing else has changed on the machine.

Did you manage to solve the problem? How?

Firstly - Note: this answer only relates to people who are having trouble downloading non-IE files over SSL (https://), such as .exe, .pdf, .msi etc.

Go to Internet Options in IE9 (Tools > Internet Options) or click the cog in the top right of the Browser and go to Internet Options.

1. Choose the Advanced Tab
2. Scroll down to Security
3. Un-check Do not save encrypted pages to disk

You should now be able to download the file that IE9 won't download.

Frank..did you ever get the download issue resolved with IE9? I use an electronic signature service (DocuSign) and since installing IE9 can't save the completed document, download it. In other words, I can't do squat with it. I thought it was the vendor, but when I did a trial on another signing service, had the same result.

I'm desperate, brand new to forums (so please everybody if I've screwed up, don't blast away)...I just need some help & nobody (DocuSign; Microsoft; etc.) seems to be able to provide it.

I'd love to go back to IE8 but haven't found a download for that. Any help will be much appreciated. AZSandy

Many thanks for your help, which sounds like the right solution to a frustrating problem. I had in the meantime reverted to IE9 and then reinstalled IE10, which also seemed to solve the problem.

Dazzieb saved my bacon again!! Installed new Kaspersky & had forgotten about this little problem. Came back & finally found this old thread & it still worked. This time I'm saving the solution. Here was her/his solution from 7/1/11:

This (and other) potential solutions do not work for me. No matter what I do, the 32-bit version of ie9.0 will not download a file. However, if run the 64-bit version of ie9 I can download files w/out issue.

This is extremely frustrating. I really do not want to resort to using Firefox.
