circle spinning drives me nuts

but no idea how to go about changing the cursor on the logon screen.

Sorry, to me a spinning cursor means hang.

I don't recall seeing them at all on Win7 unless there is a problem I need to deal with.
 
I'm having this damn problem, I can't get rid of this circle. I tried changing cursors. I've tried other fixes. I need someone to help me get rid of this circle I may boot my fist through my monitor
