Well, duh!

SettingsMenu.Icon appears twice in the file. The first time is your new icon and the second time is the default icon shell32.dll,330. When the same setting is specified more than once, the last one is used.

You can do one of 3 things:
1) Move your settings to the bottom of the ini file, so they are last.
2) Comment out the extra settings (put a semicolon in the beginning of the line)
3) Delete the extra settings

Edit: Also it may not be a good idea to have the icons in the Administrator folder. Standard users don't have access to that folder, so when you log in as a standard user your start menu will get blank icons.

Administrator folder..? Nya..? I just have the icons in a folder on my desktop. What can I change to make the folder accessible to all users?

From your ini:
Code:
PROGRAMS.Icon=C:\Users\Administrator\Desktop\icons\programs.ico
I'm guessing you are the user called "Administrator". However if you log in as a different user (a standard user), that folder will not be accessible. If you never create other users you'll be fine though.

To make the icons accessible from all users place them somewhere where all users have access - like C:\Program Files\Classic Shell\icons for example.

So I get it you fixed your ini and now you are getting the correct icons for Help, Settings, etc?

No, I was on a school computer...so unfortunately, not yet =P I have my laptop at home =P
I will post here when I have fixed my fail...

- My user is not actually named 'administrator' , it was originally the 'hidden administrator' in windows that I unlocked and renamed to XPS =P ( but for some reason it is now named as XPS, but the path to it is still administrator )

Hi, I have one question.

I install Classic shell to get "up one level" button. But it have one bug - final location is always user desktop. I don't like it and is it possible to configure that?

Well, that's the hierarchy in Windows. Pressing the Up button is the same as View -> Go To -> Up One Level.
How else do you expect it to work?
