Reinstall the Intel Motherboard Chipset drivers. Probably will fix it.
You didn't include the Dell model number so I can't point you to the Dell downloads for your model. Include the Dell model number in your System Spec's.

Dell Support site and you can access the downloads for your specific model using the Service Tag number (or model).

Go to www.pcidatabase.com and do a Device search on '1C22' (without the quotes). You will see a listing of vendors. Look for the listings for vendor 8086 (Intel). Click the hyperlink on the line where you have both 8086 as the vendor and 1C22 as the device, and you'll see a whole bunch of drivers listed. Scroll through the list and look for the one you need.

USB2.0-CRW = USB\VID_0BDA&PID_0139&REV_3960

Not sure about this one.
