Computer only showing desktop background

Just turned on my computer and the only thing showing is my desktop background. When I go Ctrl+Alt+Del, I just get a blank screen. No idea how to fix this!

I am running Windows 7 Home Premium
MSI Z771-G41 motherboard.

Any idea what's going on here? Very confused as it's been working fine over the last few days.

press ctrl+Alt+DEL and select task manager, click file, new process, and type explorer.exe and press enter, see if that gets you the rest of the desktop, thought, it might not be the same when u reboot

When you are in Safe Mode see if you can go to a restore point before all this happened. This may allow you to run all the scans that ICit2lol has recommended.
