Computer spamming usb unplug sound/lag every time it does so.

The last thing I did was change the system locale to japanese and mess with a few of the language bar settings, while playing league of legends i started getting the sound of a USB being unplugged every other second and the computer would lag, not the keyboard, or mouse, the hole computer. Also when i did try typing during it my keyboard was typing weird character (not japanese or english).
So i reset system locale to default and set all the language bar settings back to what they were.
It was still happening, so i turned the computer off again and unplugged ALL USBs it was still happening...
So i just started it up left it for a minute or so and it stopped.
But now it has started yet again, i thought it was fixed apparently not.

Edit: It doesn't just have the USB unplug sound it sometimes has the USB plug in sound too but not as often as the unplug sound.
